South Dakota Housing Development Authority has $500,000 available in HOME Homeowner Rehabilitation program funds for eligible organizations to assist low income homeowners rehabilitate their homes. Eligible organizations that can apply for the HOME Homeowner Rehabilitation program include Community Action Program (CAP) agencies, public agencies and non-profit organizations.

Paint-South Dakota volunteers to revitalize 25 homes in 22 communities

PIERRE, S.D. (5/7/13) -- Across South Dakota, volunteers are picking up paint brushes and setting aside free time to help residents in their communities to maintain the value and livability of their homes. The groups, using primer and paint donated by South Dakota Housing Development Authority, are repainting homes whose owners are physically or financially unable to handle the project themselves.

Financing Tool Available from SDHDA for Communities to Develop Workforce Housing
Of the tools that SDHDA has available for the development of affordable rental housing, most have guidelines set by the federal government to serve populations at or below 80% of the Area Median Income (AMI).  Over time a missing piece in affordable housing has developed for many communities; housing for their working families with median incomes above 80% AMI.  Without financing tools, such as SDHDA’s new Community Housing Development Program,  the cost maybe too great for communities or developers to build new housing while still making it affordable.  Click here to read more about the Community Housing Development Program.

SDHDA Awards $9.51 Million in Housing Development and Rehabilitation Funding
Recently SDHDA’s Board of Commissioners approved $2.78 million in Housing Tax Credits, $5.64 million in HOME Investment Partnerships Program funding and $1.09 million in Neighborhood Stabilization Program 3 (NSP3) funding for housing development and rehabilitation across the state.  Click here to learn more about the funded recipients.

South Dakota Establishes the Housing Opportunity Fund With Governor Dennis Daugaard’s signature making SB 235 law, housing and homeless advocates across the state are celebrating the creation of the South Dakota Housing Opportunity Fund, which will be used to preserve and expand sustainable, affordable and safe housing in communities throughout the state.  To read more about SB 235 and the Housing Opportunity Fund, click here.

SDHDA Provides Governor's House for Operation Black Hills Cabin
Veterans wounded in combat during the Iraq and Afghanistan conflicts now have a special place where they can spend a quiet week with family in the peaceful beauty of South Dakota’s Black Hills -- free of charge.  Called Operation Black Hills Cabin, the all-volunteer program offers free use of a Black Hills cabin to qualifying disabled veterans from across the United States. The program began two years ago, using vacation rental cabins donated by local lodging companies. However this year, Operation Black Hills Cabin has its own dedicated cabin specifically for the vets.  Click here to read more about SDHDA's donation or about Operation Black Hills Cabin .

The Bollinger Foundation, a charitable foundation created to provide financial assistance to families of workers in the housing and community development field, is seeking nominations for this year’s awards.  Assistance is available to families who have lost a parent or guardian where the deceased or surviving parent or guardian worked or works in affordable housing, community development, or economic development.  Grants are primarily awarded for educational expenses, including special educational needs, school materials, and college tuition.

HOUSING RESEARCH and MANAGEMENT OFFICER

RESPONSIBILITIES:  Responsible for administration of the Performance Based Rental Assistance Program and tracks progress, monitors and evaluates performance for the department, and prepares reports for director and HUD.  Also responsible for reviewing and approving contract renewals and rent adjustments for multifamily properties assisted with HUD federal housing programs.  Works closely with other officers within the office as well as property managers and owners throughout the state.

Emergency Solutions Grants Program (ESG) Applications due April 1 SDHDA is now accepting applications for the 2013-2014 Emergency Solutions Grants (ESG) Program.  The ESG Program is a federal block grant authorized by Subtitle B of the McKinney Vento Homelessness Assistance Act and is administered by the US Department of Housing and Urban Development.  ESG funds are to be used for services to homeless and near homeless individuals and families.  Click here to access more information, the ESG Plan or the application.

SDHDA Unveils New Enhancement to the First-time Homebuyer Program SDHDA’s Tax Credit (Mortgage Credit Certificate) became effective February 4, 2013.  Mortgage Credit Certificates (MCC) can help borrowers save money every year by reducing the amount of federal taxes they owe.  This enhancement allows homeowners to claim a portion of their mortgage interest as a tax credit.  Click here to learn more about the MCC Program or access the informational brochure.

HERO Receives Funding in Support of Statewide Homebuyer Education Initiatives The Citi Foundation recently announced an award in the amount of $30,000 to HERO, South Dakota Housing Development Authority’s homebuyer education arm, in support of our statewide homebuyer education initiative.  The funding will assist eight HERO approved homebuyer education partners provide quality, consistent homeownership education across South Dakota to over 200 clients.

SDHDA Accepting Paint-South Dakota Applications for 2013 Campaign
SDHDA is offering an opportunity for 25 communities to participate in Paint – South Dakota for 2013 and is encouraging volunteer groups throughout the state to submit an application.  As part of the campaign, SDHDA will purchase the paint and primer needed.  The volunteer group will be responsible for organizing the necessary equipment, as well as preparing and painting the house.  The intent of the program is to help someone in need.  Nominations may be submitted to SDHDA and must be received in our office by 5:00 pm CST, April 12, 2013.  Click here to access an application or for more information.

Upcoming Training Opportunities for Rental Housing Management Owners and Agents SDHDA in partnership with Rocky AHMA will be offering three opportunities in the next couple of months for rental housing property managers and owners to enhance their knowledge of the industry.  The South Dakota Connection Meeting will be held March 20 and April 10, the Understanding your Client Population Webinar will be April 17 and the AHMA South Dakota Spring Workshop will be April 23-24.  Click here to read more about the various training opportunities and to register.

Interest Rate Announcement

Current Interest Rates

Today SDHDA adjusted it's First-time Homebuyer Interest Rates to reflect current market conditions.  As a first-time homebuyer you receive the benefit of no origination fees and no discount fees if you use a SDHDA loan product, unless you choose to buy the conventional mortgage rate down. 

The benefit of no origination fees and no discount fees, for example, on a $150,000 loan, will save you on average $3,000 in closing costs.
