Housing and Community Development Plans

South Dakota Housing Development Authority, in partnership with the Governor's Office of Economic Development, will be hosting a public comment meeting to solicit comments on the drafts of the 2017 Annual Performance Report, the 2018-2022 Five Year Consolidated Plan, the 2018-2019 HOME Program Allocation Plan, the 2018-2019 Housing Tax Credit Qualified Allocation Plan, the 2018-2019 Housing Opportunity Fund Allocation Plan, the 2018-2019 Emergency Solutions Grants Program Administrative Plan and the 2018-2019 Housing Trust Fund Allocation Plan.
The Consolidated Plan is a five-year housing and community development planning document that includes how the Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), Housing Trust Fund (HTF) and HOME Investment Partnerships (HOME) program funds will be allocated. The pdf 2017 Annual Performance Report (860 KB) provides a summary of the actions, activities and the specific federal and non-federal resources that were available and how they were utilized to address the needs and goals specified by the Consolidated Plan.

The HOME program provides funds to developers and/or owners for acquisition, new construction, and rehabilitation of affordable housing. Proposed changes to the HOME program include changes to the funding set-asides, eligible activities, project cost limitations, project selection criteria, requirement of third party bids and developer fee limits.

The Emergency Solutions Grants (ESG) Program funds can be used for renovation or rehabilitation of emergency shelters, shelter operations, homeless prevention, rapid re-housing and administrative expenses. Proposed changes to the ESG program include the removal of the minimum grant amount.

The Housing Trust Fund (HTF) is a program that complements existing Federal, state and local efforts to increase and preserve the supply of decent, safe, and sanitary housing for extremely low-income households, including homeless families. Proposed changes to the HTF program include changes to the project cost limitations, subsidy amounts and creating a funding set-aside for Service Enriched Housing.

The Housing Tax Credit program is a tax credit incentive to construct, acquire and/or rehabilitate housing for low-income households. Proposed changes to the Housing Tax Credit program include the changes to project cost limitations, project selection criteria, requirement of third party bids, developer fee limits, operating reserve requirements and the basis boost designation.

The Housing Opportunity Fund (HOF), created via SDCL 11-13, is designed to promote economic development by expanding the supply of decent, safe, sanitary and affordable housing targeted to low and moderate income families and individuals. Proposed changes to the HOF include allowing on-going submission of applications, change in administration of downpayment assistance and project cost limitations.

The public meeting is an opportunity for the public to provide their comments, suggestions and ideas of the draft plans. Final plans will be available by May 2018.
