Town Hall Meeting on Housing and Community Development
Preliminary results of the Statewide Housing Needs Analysis will be unveiled at a public meeting designed to take comments on the state's housing and community development programs. The meeting will be held in conjunction with the South Dakota Housing Development Authority's (SDHDA) Annual Housing Conference on November 19, 2002, at the Ramkota RiverCentre in Pierre from 2:45 until 5:00 p.m. Central Time. After a presentation of the preliminary results of the housing study, participants will be invited to provide input regarding their perspective on the results of the study and what the priorities for housing and community development should be over the next five years. Issues to be discussed include urban vs. rural housing needs, rental vs. homeownership needs; housing and supportive services for special populations; homeless needs; housing stock issues; housing affordability issues; population growth vs. decline issues; local housing capacity issues; and community development issues, including taking comments on the Community Development Block Grant (CDBG) Program. The public is encouraged to attend.
The 2003 Five-Year Consolidated Plan will be developed as a result of information discussed at this meeting and will detail how the state will allocate its housing and community development resources through February 2008. Specifically the Consolidated Plan describes the state's strategy to allocate funds under the HOME Program ($3 million), the CDBG Program ($7.6 million), the Emergency Shelter Grants Program ($350,000), and the Housing Opportunities for Persons with AIDS (HOPWA) Program.
Persons interested in presenting comments for consideration in drafting the Consolidated Plan may do so by attending the public meeting on November 19, 2002, at the Ramkota RiverCentre located at 920 West Sioux Avenue, Pierre, in Amphitheater II or by sending written comments to SDHDA at PO Box 1237, Pierre, SD 57501-1237; by faxing to (605) 773-5154; or by E-mailing to vona@sdhda.org. Comments specific to the community development portion of the plan may be sent to the attention of Steve Harding at the Governor's Office of Economic Development (GOED) at 711 E. Wells Avenue, Pierre, SD 57501; faxed to (605) 773-3256; or E-mailed to Steve.Harding@state.sd.us. All comments must be received by 5 p.m. Central Time on November 22, 2002. The public will have the opportunity to provide their comments on the written document at a hearing to be held on January 7, 2003, via DDN or by submitting written comments during a 30 day comment period which is expected to run from December 11, 2002, through January 10, 2003.

The conference opens at 1:30 p.m. on November 19 with a report on the Millennial Housing Commission prior to the public meeting and concludes at 5:30 on Wednesday, November 20, after a full day of plenary and breakout sessions related to the housing industry today.
